When I try to open EU4 a Steam window opens saying that the game is starting, but after it goes away nothing happens and the game doesn't open.

I would really like to be able to start windows and Steam client automaticaly with the client fullscreen but still have working window resizing. Starting steam maximised means unmaximising needs to be resized to what ever shape or size chosen. The resizing arrows do work i just did not hover mouse cursor over the edge enough after unmaximising.

Yeah, I've noticed something similar - if I close down Steam while it's maximized no restarting windows or anythingthe next time I start Steam it will just be a window resized to my desktop.
